A TransAsia plane on Wednesday crashed into a Taipei river shortly after taking off, The Wall Street Journal reports, with at least 23 of the 58 people on board killed in the accident, according to a recent update from The Guardian. The plane briefly clipped a bridge seconds before it crashed into the river, with a passerby having recorded the whole incident on a dash camera.

At least 15 people have survived the crash, though it took rescuers several hours to find the first survivers, The Guardian says.
The airplane hit a taxi before crashing into the river, with the manager of taxi company telling the publication that the driver is in stable condition at the hospital, after having suffered a head injury.
